Understanding Outcome Standard 1.4


Outcome Standard 1.4 requires that the assessment system ensures assessment is conducted in a way that is fair and appropriate. It also enables accurate judgement of VET student competency. This standard is crucial for maintaining the integrity of vocational education and training (VET) in Australia.


Up to October 2025, ASQA identified 19 instances of non-compliance against Outcome Standard 1.4 during performance monitoring assessments under the RTO Standards 2025. This highlights the importance of having a robust assessment system in place.

  • Inconsistent assessment practices for the same training product across trainer/assessors.

  • Assessment tools that do not reflect what is actually being conducted.

  • Assessment practices that do not demonstrate the Principles of Assessment — fairness, flexibility, reliability, and validity.

  • No clear procedures for identifying reasonable adjustments.


These issues can lead to significant compliance risks. Therefore, addressing them is essential for RTOs striving for operational excellence.

To ensure compliance with Outcome Standard 1.4, consider the following checklist:


✅ Is there a clearly defined assessment system in place?

✅ Are assessment practices consistent across all trainer assessors for the same training product?

✅ Do assessment tools accurately reflect how assessments are conducted?

✅ Are the Principles of Assessment clearly demonstrated in practice?

✅ Are assessors applying assessment requirements consistently and correctly?

✅ Do your trainers know and follow clear procedures for identifying and implementing reasonable adjustments?

  • Document and maintain a clear assessment system, not standalone tools.

  • Record actions and improvements in your Quality Assurance and Continuous Improvement registers.
