RPL Assessment Risks for RTOS

🚨 ASQA is flagging RPL assessment as a reoccurring compliance risk for RTOs
From June to October 2025, ASQA recorded 19 non-compliant providers related to poor RPL assessment systems and practices—including how providers have transitioned to the RTO Standards 2025.
Common issues I’m seeing in RPL kits:
- Kits not aligned with training product requirements
- Evidence requirements missing or incomplete
- Observation assessments are inadequate (e.g., adult/infant CPR
- Inconsistent quality assurance across RPL submissions
Under RTO Standards 2025 (Outcome Standard 1.4), your assessment system must ensure:
- Assessments are fair and appropriate
- They allow accurate judgement of student competency
- Evidence is valid, sufficient, and reliable
RPL Compliance Checklist:
 ✅ Do you have an RPL kit ready for every unit on your scope?
 ✅ When was the last time you reviewed each kit?
 ✅ Have all kits been updated for the 2025 Standards?
 ✅ Were they reviewed and signed off by your Trainer Assessors?
 ✅ If gaps were found, were they rectified and documented?
 ✅ Have current students’ RPL submissions been addressed if gaps existed?
Compliance Tips:
âś…Review each RPL kit alongside your main Training & Assessment updates
âś…Ensure RPL assessment is as rigorous as full-unit assessment
âś…Have two staff members review each kit (RTO Manager + Trainer Assessor)
âś…Verify all evidence, including work experience, and document it
âś…Update your Quality Assurance and Continuous Improvement registers
âś…Archive old versions and ensure all staff use the current kits
