🚨 ASQA is flagging training structure and delivery as a key compliance risk for RTOs

Outcome Standard 1.1 requires that training is engaging, well-structured and enables VET students to attain skills and knowledge consistent with the training product.


Up to October 2025, ASQA found 15 providers non-compliant against Outcome Standard 1.1 under the RTO Standards 2025.


What ASQA is assessing here isn’t what’s written in your documents — it’s what’s actually happening in delivery.


Areas of concern I’m seeing in training delivery:


 • Training delivery modes not aligned with training product requirements


 • Practical skills delivered as simulation where this is not permitted


 • Compressed or fast-tracked delivery that does not meet volume of learning requirements


 • Insufficient practical training time to support competency development


 • Training and assessment timeframes not aligned to learner cohorts (including international students)


 • Mapping tools that do not reflect actual delivery, resources, or assessment activities, with significant gaps


Training Compliance Checklist:


 ✅ Does your delivery mode meet the training product requirements?


 ✅ Is sufficient hands-on practical training built into delivery?


 ✅ Does your volume of learning reflect realistic training and practice time?


 ✅ Are delivery timeframes appropriate for each learner cohort?


 ✅ Do your mapping tools accurately reflect current delivery and assessment practices?


 ✅ Are delivery changes documented in your quality assurance and continuous improvement registers?


Compliance Tips:


 • Review delivery modes against training product requirements — not convenience


 • Avoid compressed or fast-tracked delivery unless explicitly permitted


 • Build adequate practical time for learners to develop and demonstrate competency


 • Adjust pacing and structure to suit different learner cohorts


 • Regularly review mapping tools to ensure they reflect what is actually delivered


 • Record actions, decisions and updates in your QA and CI registers


Think about it:

 If ASQA observed your training delivery tomorrow, would it demonstrate compliance with Outcome Standard 1.1?
