🚨 ASQA is flagging facilities, resources and equipment as an ongoing compliance risk for RTOs

Up to October 2025, ASQA identified continued non-compliance in performance assessments for registration management against Outcome Standard 1.8 under the RTO Standards 2025.


Outcome Standard 1.8 requires that facilities, resources and equipment for each training product are fit-for-purpose, safe, accessible and sufficient.


What ASQA is assessing here is whether your delivery environment genuinely supports competency for students. 


Areas of concern I continue to see in audits:

 • Equipment not provided as required by the training product

 • Insufficient quantities of equipment for the number of students enrolled

 • No equipment register or monitoring system to evidence regular checks

 • Facilities that do not meet training product requirements (e.g. non-compliant commercial kitchens)

 • Workplace agreements not in place, expired or unsuitable for the unit requirements

 • Workplace equipment not verified by the RTO as suitable and accessible to students

 • Training and assessment resources not contextualised, branded or version controlled to the RTO


These are not minor gaps.


If students cannot access the required equipment in sufficient quantity and quality — competency cannot be adequately achieved.


Facilities & Resources Compliance Checklist:

âś… Does each training product have a documented resource and equipment list aligned to unit requirements?

 ✅ Are equipment quantities sufficient for the maximum class size?

 ✅ Is there a current equipment and asset register in place?

 ✅ Are facilities compliant with specific industry or licensing requirements?

 ✅Are workplace agreements current, suitable and mapped to unit outcomes?

 ✅ Has the RTO verified workplace facilities and equipment as fit-for-purpose?

 ✅ Are all training and assessment resources contextualised and version controlled?


Compliance Tips:

• Conduct regular internal audits of facilities, equipment and learning resources

 • Cross-check training and assessment delivery plans and mapping documents against actual resources available

 • Maintain detailed equipment registers including quantities, condition and servicing schedules

 • Schedule and document servicing and maintenance (e.g. mannequins, first aid kits, trade equipment)

 • Verify and document workplace suitability before placing students

 • Continually engage with industry employers and community 

• Ensure all training and assessment materials are contextualised and formally controlled


Think about it:

If ASQA physically inspected your training site tomorrow — would your facilities and equipment clearly demonstrate that students can achieve competency in conditions that reflect real industry standards?
